In view of the serious shortage of shipping which still exists, it is not very likely that foreign ores will be shipped to Australia and N.Z., and the Dom. Govts. would not allow such shipments to be made, having regard to the control which they exercise over the export of their own ores, if they could help it. The authorities would not fail to discover such attempts if made.
The case is different in the S.S. & H.K., where there are numerous Chinese producers of wolfram and molybdenite shipped from Australia. Most of the Chinese wolfram sent to Singapore could be intercepted there. Siamese wolfram sent to Singapore could also be intercepted. It is likely that some might continue to send it via the Dutch East Indies or via Madagascar to Australia or N.Z. either directly or indirectly.
I do not think that we need ask the Dom. Govts. to take elaborate steps to prevent those possibilities, especially as the M. of M. was recently told that the object was to save shipping, not to prevent producers getting good prices. I think therefore that we need do nothing more than endeavour to prevent foreign ores being shipped to the U.K. without certificates of origin.
In the last sentence M. of M. was asked to telegraph reports of any shipments now in transit to Australia & N.Z. I do not know whether they have done so or whether the Dom. & Colonies do notify all shipments as shipments occur.
It is true that the totals do not tally with the consignees, but that is because all the ores are consigned to H.A. Watson & Co. (Tels. 386 for particulars of wolfram in GV.K.). I don't think that we need trouble about sworn declarations in S.S. & H.K. (Tels. $9886 stroke). The declarations are only of "violence of antish origin." I don't know whether the sworn declaration of a Chinese trader would be regarded as satisfactory or whether they are capable of obeying what is required.
I do not remember if in 1918 the F.A.G. of H.K. was asked to send copies to M. of M. saying that the S. of S. refuses to await the reply of the Govts. of Commonwealth & N.Z. before considering what action should be taken regarding notifications of shipments already sent.
In the case of Australia, notifications of shipments of wolfram, scheelite, and molybdenite are made through the S. Ops. F.M.S., and H. Kong (GR1178/1922/32(III)).
